It stars Nite Owl and Rorschach who, while in the midst of a debate over recent political events, hear talk of a riot at Sing Sing Prison over the police radio. As they arrive on the scene they discover that the villain known as Underboss has escaped the jail and it's up to them to quell the riot and hit the streets of New York to bring him to justice.
